What is a DD Form 254?
The DD Form 254 (Contract Security Classification Specification) is the document that communicates security requirements from the government to a contractor (or from a prime contractor to a subcontractor). It specifies requirements like classification level, safeguarding, access to classified systems, and special programs.
Every classified contract should have an associated DD254 (including flow-down for relevant subcontracts).
When is a DD254 issued?
- Solicitation: so bidders understand security requirements
- Contract award: reflecting final requirements
- Revisions: when security requirements, addresses, or key details change
- Final: when the contract is complete and retention is requested for a continuing need
What happens if my DD254 doesn’t match my FCL?
Mismatches between DD254 requirements and your FCL can prevent you from performing. Common issues include:
- DD254 requires a higher clearance level than your FCL
- DD254 requires safeguarding capability you don’t have
- DD254 requires access to systems not authorized for your facility
